At the island entrance

Bluewaters Bay is a pair of residential towers by Meraas at the entrance to Bluewaters, the man-made island off Jumeirah Beach Residence, and the developer's page marks the project sold out. Meraas published a starting price of AED 2.85 M and listed homes from one to five bedrooms before the release closed. Because no developer stock remains, a buyer now deals with an existing purchaser: the price is whatever that owner asks, the remaining instalments transfer with the contract, and Meraas has to issue a no-objection certificate before the Dubai Land Department will record the change. Wincasa Properties, an authorised sales partner for Meraas, works that resale market and reports what is genuinely trading.

The towers are still going up and the developer publishes its own progress. The most recent update has Tower 1 at Level 40 and Tower 2 at its thirty-fourth level, with internal finishing, mechanical, electrical and plumbing installation and façade work advancing across both, and superstructure due to complete in both towers over the following quarter. That is unusually useful information for a resale buyer, because it sets roughly how much of the payment plan the seller will already have paid and therefore how much cash a purchase needs at signing. It also means the building can be inspected from the promenade before an offer is made.

What separates this from most off-plan purchases is that the neighbourhood already exists. Bluewaters is finished and trading: Ain Dubai stands at the centre of it, the island carries shops, restaurants, entertainment venues and a Banyan Tree hotel, and Madame Tussauds Dubai sits among the attractions. A buyer can walk the promenade, eat there on a Friday evening and judge the noise, the crowds and the parking before committing, which is rarely possible when buying a tower in a district that has not been built yet. The developer lists Ain Dubai at five minutes, Jumeirah Beach Residence and Palm Jumeirah at ten, Downtown Dubai at fifteen and Dubai International Airport at thirty.

Inside the scheme, Meraas describes an entrance through a double-height lobby with views towards the sea and the city skyline, and lists an infinity pool looking out to sea, a tennis court, walkways and running paths through the landscaping, a community garden raised above the street and an area set aside for exercise and meditation. The apartments are open-plan and the developer's material emphasises light and outlook rather than square footage, which is worth remembering: aspect is the main price driver in a building like this. A home facing the Gulf, one facing Ain Dubai and one facing the mainland skyline are three different propositions even on the same floor.

What to know before you enquire

Bluewaters Bay suits a buyer who wants a sea address with a working neighbourhood attached rather than a quiet residential street. The island runs on visitors as well as residents, so weekends and holidays are busy, parking is managed and the promenade below is public. That is exactly what supports short-let and holiday-let demand, and exactly what irritates an owner-occupier who expected calm. Decide which of those two buyers you are before choosing between a tower here and a mainland alternative in Dubai Marina or Jumeirah Beach Residence, and visit at a weekend rather than on a weekday morning.

Because the project is sold out but not yet complete, the transaction is an off-plan assignment rather than a straightforward sale. Establish what percentage of the price the seller has already paid, what remains, and what Meraas charges to issue the no-objection certificate that allows the transfer. Confirm the unit is registered in the seller's name with the Dubai Land Department and budget the Land Department transfer and registration costs on top of the agreed price. Where the developer sells a unit directly, the contract is with Meraas Development LLC and instalments go into the project escrow account under Land Department rules, never to the broker; Wincasa is paid by the developer on those sales.

On the investment side, treat aspect and floor as the two variables that matter most and service charges as the cost that decides the yield. Island buildings with pools, gardens, tennis and a manned lobby are not cheap to run, and the charge is not printed on the developer's page, so ask for the current figure before modelling a return. Bluewaters Residences, the older group of buildings further along the island, is the natural comparison: it is also sold out, is already lived in, and gives a buyer a sense of how the island's stock rents and resells once the newer towers hand over.
