Penthouses above the island

Bulgari Lighthouse is a tower on Jumeira Bay Island, the seahorse-shaped island off Jumeirah that Meraas has reserved for its most expensive residential product. Meraas developed the building and named the residences under the Bulgari name, releasing it as four and five-bedroom penthouses with a single sky villa above them. The developer's published starting price was AED 63.00 M, the highest entry point on any Meraas project Wincasa markets, and Meraas now records the tower as sold out. The developer states a bedroom range of 4 to 9, which is broader than the penthouse types it describes, so the schedule of accommodation for any particular unit has to be read off that unit's own plan.

ACPV ARCHITECTS Antonio Citterio Patricia Viel designed the building. The idea that organises it is a layered outer skin the developer describes as architectural coral, which filters light and air into the residences and screens them from the world outside without shutting it out. Above the penthouses sits the sky villa, reached by its own lift and set over three levels. Meraas describes it as holding seven bedrooms, a private study, a family room, double-height formal living space, a private gym, a spa and a full-service kitchen, with extensive rooftop gardens and a private pool facing the Dubai skyline. Several of the penthouses below have private pools of their own.

What separates this from an ordinary high-specification tower is the servicing. Meraas states that the resort next door runs and services the residences and keeps a concierge on hand, so the building operates on hotel logic rather than on the usual owners' association model. Shared facilities listed by the developer include Mediterranean gardens around the base, a 50m horizon pool, a spa of 1,800 square metres with 7 treatment rooms, fine dining, and a 50-berth marina and yacht club on the island. Meraas puts the island 5 km from Sheikh Zayed Road, with 8 minutes to City Walk, 12 to DIFC, 14 to Downtown Dubai and 18 to both Burj Al Arab and Dubai International Airport.

The tower is structurally finished but not yet complete. The developer's published progress note records the superstructure as done, with facade cladding, internal finishes, joinery and landscaping all still in progress, so a purchaser today is buying ahead of handover rather than into a standing building. Since the developer's inventory has gone, the route in is the secondary market. Wincasa Properties takes the enquiry as an authorised sales partner of Meraas: where a developer unit exists, the sale and purchase agreement is signed with Meraas Development LLC and instalments are paid into the project's escrow account under Dubai Land Department rules, never to the broker. On an assignment from an original buyer, the developer's no-objection certificate and transfer fee apply.

What to know before you enquire

This is the top of the Meraas range and it is bought for reasons that have little to do with price per square foot. The buyer is usually acquiring a whole floor or a large part of one, on a private island with a single bridge, in a building serviced from the resort next door. Anyone comparing it against a large penthouse in Downtown or on the Palm should weigh the things that cannot be replicated: the restricted access to the island, the small number of residences, and the hotel-style management. Anyone whose priority is liquidity or rental yield should look elsewhere, because both are thinner at this level.

Two points deserve care in the paperwork. First, the developer's stated bedroom range of 4 to 9 is broader than the penthouse types it describes, so read the schedule of accommodation on the plan attached to the specific contract rather than relying on the range. Second, the tower is sold out and still under construction, so almost every purchase is an assignment: establish how much of the payment plan has been settled, what balance transfers to you, whether Meraas will issue a no-objection certificate at the current stage, and what the developer charges for the transfer. Verify the escrow record with the Dubai Land Department as well.

On running costs and resale, ask for the projected service charge in writing and understand what the resort servicing covers, because a hotel-style operating model costs more than a standard owners' association and that difference is permanent. Jumeira Bay trades in very small volumes, so recorded comparables are few and each sale is negotiated on its own terms; a valuation here is a matter of judgement rather than of a published rate. Wincasa can retrieve the Land Department transactions for the island, be candid about how long comparable units have taken to sell, and put you in front of sellers who are genuinely committed.
